In emergencies maybe, but not normally, as it should require great care and cleanliness and also would be nice to evacuate and purge with nitrogen, though not absolutely necessary, it could be costly not to. Of course you can do this yourself if you are careful, clean and competent, still assuming he was talking about an exact replacent 3rd gen module and not just any old 3rd gen module, which was not specified.
